Military Builds Robotic Insects

This is some wild stuff. I had heard of this type of thing before, but it seems like there has been a good bit of new development in the area since then. I'm a bit concerned about the technology getting into the hands of terrorists though. I might be wrong, but it seems like these would be pretty hard to defend against. I don't see how an international ban on MAVs will curtail their deployment by those outside of legal boundaries in the slightest. Anyone have a better idea of how to prevent or combat these potential threats?
